NCUT is a unique university of technology. It is a school that was donated to the country by citizens and restructured. Holding the spirit of taking from society to benefit society, the founders, General Chang Ming and Ms. Wang Kuo-Hsiu, had realized their philosophy by setting an example. “Education is nothing but a concern for role model.” The two founders were awarded official citations successively issued by the two Presidents Lee Teng-Hui and Chen Shui-Bian in 1992 and 2005. They recognized their contribution to society by appreciating their achievement in educating and cultivating students.

In 1971, the school was approved to be established. Its name was “Chin-Yi Technical Vocational Junior College” then. In 1973, it was renamed to “Chin-Yi Institute of Technology”. In 1982, It established Night Division. In the winter of 1990, the founders General Chang Ming and Ms. Wang Kuo-Hsiu donated the school unconditionally to the government. In 1990, it was renamed to “Chin-Yi Junior College of Industry and Commerce”. In 1992, it was renamed to “National Chin-Yi Junior College of Industry and Commerce”. In 1999, it was restructured and renamed to “National Chin-Yi Institute of Technology”, On Feb. 1, 2007, it was formally renamed to “National Chin-Yi University of Technology”. On Apr. 8, the president approved to have separate information engineering from the Department of Electronic Engineering. Thus, the Department of Computer Science and Information Engineering was thus established and reported to the Ministry on Sep. 13 for its approval.

On Sep. 27, Ministry of Education approved the establishment of the Department of Computer Science and Information Engineering by issuing the approval letter No. Tai-Ji-(2)-Zi-0930122936 dated Aug. 23, 2004.
